It's the downside to having shatter-proof glass. Instead of one pane of quarter inch glass, you have two panes of eighth inch glass. The outside layer is less resistant to cracks from flying rocks than it would be if it was one solid sheet. You also have to take into account the rake of the windshield and the probability that the designers decided on thinner glass to keep the weight down.
