It would appear that the plastic piece that broke was partially frozen and that is why it had broken. I think that had it been thawed, the screwdriver idea would have worked to pop it out. I had the CEL reset, and it hasn't resurfaced. However, it is my understanding that the car only runs the diagnostic test when the car is sitting idle for more than a few seconds. As my roundtrip commute is only 4 miles, the car has not yet run the diagnostic to check for "evap emissions". I guess this weekend I will find out if there is some other problem.
