It is more like exponential horse power needed to get just a few tenths of a second faster. I am not saying it is not possible to break 12 seconds but it might be a lot harder than you think. Just some of my thoughts on the subject. I think I read recently in one of the popular car magazines that the new 2008 Vet with 650 hp does the quarter mile in the high 11 seconds. Welcome replies.
A BONE STOCK 2007 Z06 vette ran a 10.98 @13x.xx a few weeks ago in So Cal. and was verified by the track employees to be legit. That car "only" has 500 horsepower. Track number depend greatly on driver skill, track conditions/prep and altitude/temperature.
