That thing will probably cost more to have fabricated and running right then kit costs. I would imagine with 6-8 lbs you would make it into the 13's if it was set up right, I just don't see it as being reliable to drive every day though. Rear mount turbos have the potential to make serious power (1000+ in mustangs) but like apkano said, the thing will probably shatter when it gets hot and goes through a puddle. Your best bet is probably to start saving for an srt.
