Nope... you do not have to push on the top first. You're trying to rationalize why the switches are working backwards. Check out other vehicles, not just your XF. The window switches were installed "backwards" on some XF's. Up is supposed to be up, down is down for both the windows and the spoiler. Take a look at the icon on each switch. The top part of the switch has an arrow pointing up... the window should go up. The bottom of the switch has an arrow pointing down... the window should go down. The same applies to the spoiler.

It's an easy five minute fix to pop the switch out, pull off the icon cover, reverse the switch, put the icon cover back on and reinstall the switch. It then works as it should.
