Some cars do, some do not. If you can partially open them that may give you the room to play with to get the max power out of the cut outs. If you can make it onto a dyno one day that would be a great way to test it.
they can be partially oppened depending on how long you hold the open button down.. the people are on the charger forums LOVE them, but those are V-8s of course..
