This is a question more of curiousity than anything....

Most of the cars now days the ecm can be flashed to reprogram the AFR or the shift points, cooling fans, timing etc.

Is there a reason the complete chip has to be removed vice just flashing the eeprom? Or is it nothing has been developed yet to do so?
