I don't know your personal feelings on the subject, but here in Knoxville the city has a very weak pursuit policy as well. If you talk to the rank and file it is very demoralizing. Plus, in my opinion, the "no pursuit" policys are making the streets more dangerous because the perps know if they run they will get away. I have had perps tell me that they kept running because they thought I was a city officer. (I work for the s.o. much more liberal pursuit policy). T he U.S. supreme court also agrees. In a recent ruling, the court decide that the liability llies with the perp not the department.The tide seems to be changing from "no pursuit" to "end it as soon as posible". Much safer for the public.
