My apologies as Form2 from the RIV does have a line about bumpers. I just paid no attention as my form got signed off.The line states:

"This vehicle may require modifications to the existing bumper system.
Information regarding modifications MUST be supplied by the manufacturer.
Documentation on the manufacturer's letterhead, and a copy of work order
must be provided to the inspection centre in order to pass inspection."

That's it word for word.
Mine is checked off by Canadian Tire.
The way I read that statment is CT cannot do the work, only inspect and as 5mph is the same as 8 kmh, I'm still not sure why some are being hit with this, but if they are, I suppose it has to be done at a dealer or they're just being ripped off.
That's all the info I've got on the matter.
