What happens with this closed system if/when the coolant gets hot and needs to expands/surge? Say on a long run, or a hot day or should the IC pump fail?

IMO you'll to design in a pressure relief valve. Same idea as a radiator cap or a water heater.

Without a surge tank for the coolant to expand into (or release pressure)........ You run a high risk of your intercooler bursting since it's nearest to the heat source and the weakest link and ingesting coolant into the engine.
