That is unusual, most mufflers do not have a stepped size like that.
I think the one picture is a bit of an allusion. In the other pictures the pipe looks about the same size. The piece of pipe on mine is the same size as the rest of the system. The muffler is very low restriction and you can hold it up to the light and see right through it. BTW, if you remove all back pressure on a car cammed for street use, you lose torque. You have to maintain some back pressure.
