I always try to use the KISS method of diagnosis ! Keep It Simple Stupid !
If you suspect a fuel filter, then change it out....they're cheap and you elliminate one suspect. Is the fuel cap tight ? Is it defective ? Have it tested.
A fuel pump would be a different story, you would need to take it to someone who is able to install a pressure gauge and read fuel pressure from the injector supply rail.
Point being, short of taking it somewhere and leaving it there are some things you can do without tying up the car indefinately.
