Changing the fuel filter is not cheap. It is not easy and Id say not it.
1.
Fuel filter is the fuel pressure regulator
, that I have been all over and into. Photo attached.
2. YOu have a port to check the fuel pressure on the top of the engine, uses an AIR CONDITIONING GAUGE HOSE FOR HOUSEHOLD R22 FREON. NOT NOT R134A STYLE.
3. Borrow a gauge and check the pressure, s/b about 55 - 60 and not change under load. See how it did it.
It could be a fuel pump but I suspect it is neither part, get the code and save your buns and $$$$$
