You can't say all 5% is hard to see out of, There are many companies out there that make tint. The better companies have designed tint that is much easier to see out of and still 5% visibility looking into. I have been running 5% on every car I've owned and been pulled over many times. But I have never gotten a ticket for tint because I followed one rule, When pulled over roll down all your windows and turn on your interior lights. The clearer the officer can see you, the less he cares about dark windows.
