So far, however, it seems to be averaging around 19 miles per gallon, about half of that on the highway. Variables include that I use the heated seat most of the time, and the A/C, heat regularly, but that shouldn't be too terrribly bad for the MPG. I also drive my car perhaps a bit too much with hitting the accelerator and breaking, in my driving style, so that;s more likely to affect the fuel efficiency, but not I believe to this degree. Thoughts? Should I complain to the dealer, or have other people gotten less than the 21/28.

I get around 20 with my city /highway mix. Recently I have made a couple of round trips between Phoenix and Tucson, AZ (about 100 miles) and gotten only about 25 MPG when the rating is 29 I believe. I have been cruising between 85-95, so I've chalked it up to that. All of that said I have no complaints, the XFire is the first car I have had that eats up speeds north of 90 and begs for more. I go 95 in my 300m and it's lettin' you know the whole time.
By the way, Valentine One radar detectors are the only way to go.
