Both issues have been discussed mucho times but it definitely sounds like the IC pump. The original Bosch pumps evidently have a short lifespan (though mine is still alive after 57K, go figure!) & you can either choose to replace the pump with the OEM Bosch or go with a marine pump such as the Johnson. It requires a bit of modification as far as the install goes but it's not too evil.
The headlights can be wet-sanded with various grits. Depending on just how bad they may be you might want to start with something like an 800 grit & move your way up to 2000 or 2500. Then polish them with a headlight polish of some sort. 3M makes a well recommended product. I forget the name but it's all in the threads you'll find
! I just did mine a couple of months ago & they turned out very well though I still have some tiny pits left that I plan on working out in the future.
