Keep in mind that heat is an engines worst enemy for many reasons and not just to wring out more HP. Within reason, a cooler running engine will not only make more HP, but it will be more efficient, experience less wear and less oil brake down.
I don't know how much the powder coating would hinder the S/C expelling heat but I would not believe it would be a positive thing to do. Just my opinion.
