I don't think its exclusive to early builds. My build # is up in the 13000's and I have a hell of a time getting it into first, and even into second is difficult until the trani is warmed up really well. I find the best remedy is to double clutch. The other alternative is to force it, but I feel better not having to stress the trani that way.
