Power to the horn relay is present all of the time. However there is no power to the coil on the relay so the relay can't operate until the the ignition is on. One side of the relay coil is connected to ground when you press the horn button on the steering wheel. The other side doesn't see 12v till the ignition is on. Once current is flowing the relay connects the always hot 12v contact to the horns. Beep - beep!
One member had someone back into him and all he could do was watch because his horn wouldn't work cuz the key was not on!

There is a fix for this now. Check it out if you want 24/7 horn access!
