WOW! There ARE two fuses, one for EACH taillight.
Check fuse 7 !!! If it's ok, make SURE you have the right bulb in there.
Beyond that, I would think it's a bad socket - but bad sockets are rare (well, common in boat trailers - rare otherwise).
