I'm with you on the too many laws thing. I once asked a congressman, "after 230 years of making them, just how many more do you think we need?" He couldn't give me an answer.
But imagine, if you will, how hard it would be for some dumb @ss idiot to get a ticket, much less arrested, if he couldn't find a law to break?
It just would not be fair.
Of course, if we were all honest and respectful to each other, we wouldn't need any laws at all. You giving odds on that concept working?
