The lights shouldn't be on. Basically the lights will stay on for a minute as a "courtesy"

By cycling the key, the car thinks the lights were off when the engine was running so it won't turn the lights back on.

I can confirm this works. I have HID's in the fog lights, and I park my car in reverse in the garage so both cars are passenger door to passenger door (I can park them closer together and no worry of accidental dings), and at night, the lights would shine into my neighbors house. So to be curtious to him, I do this whenever I park the car after 10PM. I stumbled on this accidently when I left the windows down after parking years ago, turning the key on to close them, and when I closed the door, no lights.
