Lift off the cover and look at what snaps into place, this will be two front latches and two rear latches. The cover is also centrally located on a boss, that points forward, that is on the front face of the air injection pump. Put some white lithium grease on the four rubber latches and boss or the steel clips on the cover base to aid the latching process. Locate the cover on the boss, the front two latches and rotating it on these push the rear of the cover down. It should go on quite easily as the grease lubricates the latch points and makes a noticeable difference to when they lack grease.
When I got my car the cover was not in place and I had to polish out the rub marks from the hood insulation rubbing against it. There is not much clearance there, if any, I suspect the hood insulation sags and lays on it with the hood closed.
