The Texas Motor Speedway has an area of its infield that they hose down with a lot of water, then have people drive on to learn how to handle a vehicle in hydroplaning conditions. I thought it was a great idea, too. They described it during the tour of the track - not sure if it is open to the public or only as a part of a defensive driving course...
