Yes depending on where you live, those caps can corrode and fuse together onto the stem itself, chemical reaction between two metals. I have had to replace a lot of sensors for this same problem, when I was wrenching at the dealership. Also tire pressure monitors will set off the light when pressure drops two or more pounds of air, and most systems have to go through a drive cycle in order to reset the computer or the TPS module.
