Arizona has them all over the place. Interstates. traffic lights and just along roads. However they take driver pocture as well as license plate. But they only send tickets to AZ residents. Some how they must not be able to do picture tickets across state lines. If you're not driving your car they;ll send ticket to your home asking you who the driver is. So far you don't have to tell them although they're trying to change that too. Supposely there is a guy in Phoenix who wears a monkey mask, got many tickets to his house but has yet to pay one and hasn't gone to jail.
