They put two of them in my city. Of course the rationale was to prevent accidents. They were in place for around 2 years. During that time accidents at those intersections actually increased. Seems after a few tickets were issued, people started slamming on the brakes when they saw a yellow light. A major rise in rear enders soon followed their implementation.
