The thermostat opens at 195F (right everyone?) and I read that the fan comes on at 218F. In my car, 218F must be a shade above halfway - cause that is when the fan comes on.
There is a software "fix" that you can have done that programs the fan to come on as low as (I believe anyway) 200F. Your car may have had this done by a previous owner. I intend to have mine done.
But it sounds to me like you are ok. The fan usually does not run at all until the water gets to 218F, however, if you turn the air conditioning on, the fan runs at a slow or medium speed - until, again, water temp gets to 218F.
That is my experience and understanding of how our car's fans work. Yours sounds normal to me.
