If you want to lower the high beams then the low beams will be really low. But that may be acceptable to you.
If you installed HID's then a bulb or bulbs may not be correctly installed and this could make it aim high or low.
Why you would want all the headlights on all the time is a bit odd, cars with a lot of light from the headlamps are a pain when they come toward you, but as you said you do not care.
You had better hope the PO agrees with you when he comes toward you, somehow I doubt he will.
