No, the high beams cannot be adjusted.

LOL.... Really! Sorry!

Here is what the service manual says.

HEADLAMP ADJUSTMENT
A properly aimed left and right low beam headlamp will project the center of the low beam hot spot on the alignment screen below the horizontal center line and 152 mm (6 in.) to the right of headlamp center line. The high beam headlamps cannot be aligned. The high beam pattern should be correct when the low beams are aligned properly.
To adjust headlamp alignment, rotate alignment screw to achieve the specified low beam hot spot pattern.

Maybe you need to get the low beams adjusted. The highs should be ok after that.

If you want to lower the high beams then the low beams will be really low. But that may be acceptable to you.
If you installed HID's then a bulb or bulbs may not be correctly installed and this could make it aim high or low.
Why you would want all the headlights on all the time is a bit odd, cars with a lot of light from the headlamps are a pain when they come toward you, but as you said you do not care.
You had better hope the PO agrees with you when he comes toward you, somehow I doubt he will.
