Sounds like the contacts stuck together.

If I could get folks to send me their bad RCM's I could start switching out the Air Pump relay with other relays on the RCM.
Surely the simple and cheapest way to fix these is to change the relay. A little unsolder tape, take out the faulty one and put in a new relay.
Switching relays from one to another means that new or re-cycled RCM's are required.
Relays cost around $10 to $15 each generally and they are made to standards so they are interchangeable.
