Why don't you look at getting a kerosene heater. They are pretty cheap and would raise the temp in your garage enough to make it comfortable to work on your hotrod. Hell I use a little electric space heater. It takes a while but it warms it up enough in the garage to work comfortably....of course it is only 40-50 outside, not -15.

When I built our shop I went for more size (30'X50') rather than any luxuries such as heat so until the day comes that involves just turning a thermostat, working on the car is not a cold weather past time.
If I could only convince my wife to allow me to attempt getting it in the living room
