Where the latch cable goes through to the front of the radiator on my car a wire that is covered in black tape goes through with it. I think that it is the horn wire, but the horn wire may have two connectors on it, one for each horn.
If you do not have a wire going through then possibly the person who put the radiator in after an accident may have forgotten to thread it through first and then could not be bothered to correct it.
