Default Problems I can't figure out

I have this thump thump sound coming from the rear (not sure left or right) and it speeds up the faster I move. The dealer said it was the type of tire, so i got a whole new set of michelin pilots ($1400) and still the problem persists. Discount tires said the wheels are not bent. Im aware that my rear brakes are low, but would that cause the pins in the pad to rub on the rotar causing that kind of sound?

Also since getting new tires my TPMS has been on, I brought it back to discount tires, they scanned each wheel and the light went off for a day. Now its back on, so they replaced the sensor that might have been low on battery and the lights still on. Im thinking i need to have the dealership reprogram all TPMS. Any ideas?
