Ok. Looking at the manual makes some sense of the issue now. But, it seems like all the steps were followed, parts changed out, and they did note that they checked the wiring too.

The manual says "engine will only idle if brake pedal is pressed or failed," but this doesn't happen. The engine does idle even if the brake pedal isn't pressed.

Sounds like they'll have to check again for an open circuit or short.
