Sounds like you are talking about the ENGINE fan - most probably the Fan Control Module on the driver's side, under the hood. The ECM is supposed to tell the FCM how fast to run the fan, but in this example, I'd say the FCM is probably bad.


One caution: I've been here 2 years, not sure I have EVER heard of a FCM going bad, but anything can fail.
