Does the passenger seat work? If it does it may be a fuse that is blown - fuse #22 under the hood and not the relay. A broken relay will affect both but not just one.

Have you checked to see if the seat will move when, a, the door is open or b, when the door is closed.

If it will work in just one of these conditions then it is a 10 cent part inside is broken but not worth fixing if the part is cheap enough.
