Just thought on this. Your "test" for the relays on the rcm.. doesn't confirm it's getting a signal to actuate them. Only confirms the contact is hot. And reading your solder information..Did you confirm from here (pictures) which leads to check?
Protruding leads as you put it don't indicate a need to solder.
