Try and hold that piece of flat metal at an angle to the wind rushing over it. Or hold your hand out the car window and rotate it against the air flow, you will have pressure on one side and a lower pressure on the other. Changing the flat wing to an airfoil section will have give a very limited increase in the lift or down force due to the short depth of the wing.
