There should be no weather related stuff that would adversely affect the performance of a turbo. Tuning, yes. Hardware, no. If there is concern about it getting wet, or salt from the road, etc.. it might be a good idea to shield it or protect it. If the proper materials are used, i.e. stainless, then there is little than can do major damage to it. Just protect it as much as possible from corrosion.
