It is the law to have only headlights at the prescribed height, fog lights without fog are illegal. The myriad of high mounted lights often seen on trucks should be covered when on the road and are for off road use only.
DTRL's should be a minimum of 7,000 candelas, the lower power to the headlights is to save gas in Europe, likewise LED use.

Personally I would have given you a ticket. Who said you were not too bright?
