My headliner completely fell down so I just need to remove all of whats left of the foam left behind. I was thinking of using sandpaper and lots of elbow grease.

I used CF fabric so it would adhere easier than the di-noc type stuff.
I stripped the headliner fabric and literally rubbed, with my bear hands, until all the adhesive flaked off. Since the glue in mine was 8+ years old and already failing, it was relatively easy to get it all off. We then hit it very well with compressed air to ensure all the residue was gone. Since we did it at a friends shop we used his compressed air adhesive gun with 3m industrial adhesive, so mine is never coming down again
