2 issues,
1. headlights are aimed too high (yes the bulbs are seated correctly) all 4 bulbs are too high and both sides are equal. I saw a post about using an easy out for the vertical adjustment screw access.... Can this be done with the headlight housings in?
2. The headlight housings are still fogging up even after the headlight TSB kit plugs and caps. Is there a possibility or way to check the lense from housing seal?
1, Then the bulbs are made incorrectly I guess. Up and down adjustment is done with the screw, with the bulbs in is fine.
2, I assume you dried the lights out before sealing the moisture in, so the leak is coming from some place else. I think that some can come in around the seal between the the lens and the black housing, a silicone bead around that joint may work. How long before the moisture reappeared? Was it in the rain at all? These are clues. How much water showed up?
When you cut the membrane on the new covers to pass the wires through you removed the breathing ability of the housing. I think there may be a small patch of that material on the housing, if not then the bulb heat will warm up the air and it will escape. When the air cools it will suck in air and possibly moisture from somewhere else to maintain the air pressure inside and out. You may be advised to add one of the old vents.
