I believe it's the vacuum line that operates the blend air door. There is another thread on here somewhere that talks about "splicing" it with a piece of vacuum line that has an ID that is the same OD of the gray tubing. You can get the "splice" tubing at any auto parts store and it will add a bit of flexibility to the factory tubing.
