I never figured it out. Ended up changing the bulb with it in place.
Not easy, but it can be done. I also find that cutting the webbing between the two electrical terminals makes it easier - that way, you can remove ONE terminal at a time.

Use small, sharp diagonal cutters and just cut the material between the contacts. Look at the drivers' side light to understand where and what to cut.
