Per the service manual there's more than just the raw sensor reading factored into the "outside temperature" that gets displayed on your dashboard.

Page 8J-71 of the '04 service manual has this to say:

To display the outside ambient air temperature requires the fol-
lowing:
• outside air temperature
• wheel speed signal
• engine run time
• engine coolant temperature

The outside ambient air temperature is determined by the out-
side ambient air temperature sensor. The temperature sensor
is installed at the front left of the vehicle under the bumper fas-
cia and is connected to the IC. The wheel speed signal,
engine run time, and engine coolant temperature are deter-
mined internally by the IC. Since the outside ambient air tem-
perature display depends on the wheel speed, engine run
time, and engine coolant temperature, temperatures (influ-
enced by the heat generated by the engine, for example) are
not updated when the vehicle is stationary or moving slowly.

• When the ignition is in the ON position and the engine
coolant temperature < 60°C (140°F), the current air tem-
perature is always stored and displayed.
• When the ignition is in the OFF position and the engine coolant temperature < 60°C (140°F), the air tem-
perature last measured is stored and displayed.
• When the ignition is in the ON position and the engine coolant temperature < 60°C (140°F), the stored air
temperature is displayed.
• At vehicle speeds of 19–60 km/h (12-37 MPH), outside air temperatures are displayed after a delay of
approximately 5 minutes.
• At vehicle speeds over 60 km/h (37 MPH), outside air temperatures are displayed after a delay of approximately 2 minutes.
