Plastic cleaner will only clean the outside of the head light lense. The condensation (water build up) issue occurs on the inside of the lense, this will happen from temp changes and sometimes when you wash your car. My headlights were fixed using the TSB fix but did not work, both headlights were changed under warranty. The new headlights work perfectly and there is no more condensation. If the tech installed new headlights and performed the TSB fix before installation then there is your answer. The TSB does not have to done on the new headlights, because DChrysler has corrected the problem in the headlights at this point.
