If you have tried it with a bulb that you have SEEN work the problem lies in the socket or beyond.
Checking bulbs 101 dictates that you check the bulb for continuity, and check for power at the socket.
I am not sure how the contacts are in the bulb holder but sometimes the contact does not touch the bulb as it should because it is bent too far back or it has been burnt by sparking because of a bad contact for a while.
