There is a solenoid that controls the hot water going into the heater core, if it does not operate properly it will allow hot water to flow through the core all the time. It needs a signal to stop the water going through it or to let the water go through it in quick pulses or slow pulses. A full blast heater is lots of pulses, a cooler heater is less pulses.
I am not sure if its rapid pulses or the valve is open longer, it is one or the other, you get what I am saying?
The valve is normally open, the pulses determine how hot the air gets. GraphiteGhost explains it in a post somewhere here.
