As Buggin mentioned, it sounds like either the belt is not routed correctly or off a rib somewhere. When you install your new belt, start your engine and then shut it off. Check belt alignment on all pulleys to make sure all the ribs are in the grooved pulleys and the flat side of the belt is riding in the middle of the water pump and tensioner pulley.
